The Oil, Petrochemical and Logistics (OPL) sector represents the most important component of the UAE economy. UAE holds the eighth largest proven oil and natural gas reserves. It is also the seventh largest producer of petroleum liquids in OPEC producing an average of 4.2 million barrels of oil per day.

In 2023, the UAE is hosting the UN Climate Change Conference COP28 and it is also dedicated as the UAE Year of Sustainability. Additionally, the UAE government has set a strict target of reducing carbon emissions by 40 per cent by 2030 and achieving Net Zero by 2050.

The appointment of Dr Sultan Al Jaber, Minister of Industry and Advanced Technology and Group CEO of the Abu Dhabi National Oil as COP28 President-designate is expected to emphasise energy transition and adoption of sustainable solutions in the sector.

The OPL 2023 is aligned with the COP28 theme on Sustainability. We will feature speakers representing key industry leaders based in the UAE namely, Borouge, Emirates National Oil Company (ENOC) and First Abu Dhabi Bank (FAB) who will address the challenges and trends within the industry through the sustainability lens. Moreover, the industry faces challenges arising from the war in Ukraine and supply chain reconfiguration.

In our panel discussion, business owners will be able to learn from the valuable experiences and perspectives of established companies like MASDAR, Rotary Engineering and Clean Kinetics who have presence in UAE, Singapore and the region.

On the fifth year run of the UAE Singapore Business Council’s flagship OPL seminar series, we trust that companies who are in this important sector will gain valuable knowledge and strategies from a cross section of stakeholders in the industry and appreciate the relevance of sustainability.

Speakers

Glenn Wepener is a senior banking professional with almost 30 years of Emerging Market FX trading, sales and research experience. He worked in several of the world’s key trading centres including; London, New York, Johannesburg and Bahrain for the Credit Agricole Group before joining the National Bank of Abu Dhabi in 2013. He holds diplomas in International Financial Management and Computer Programming as well as a certificate in Geopolitical Studies from the GIGS Institute in Switzerland. His primary focus areas within the Market Insights & Strategy team, cover the geopolitical environment and local currency market dynamics across the regions of the Middle East and Africa.


Rainer Hoefling is the Chief Executive Officer of Borouge Pte Ltd based in Singapore. Mr Hoefling was appointed as the company’s CEO on 1 November 2021 to steer the company through its next phase of growth.

Prior to joining Borouge, Mr Hoefling was the CEO of Borealis’ fertilizers, melamine and technical nitrogen business (Borealis’ nitrogen business) since 1 October 2018, where he managed a full business transformation with his dedicated management team to create value and increase customer focus for the business.

Mr Hoefling first joined Borealis in 2007 as Director of its Business Unit Melamine. Since then, he has held the positions of Vice President Polyolefins (PO) Moulding, Vice President PO Advanced Packaging and Fibres and Senior Vice President PO Sales. He was appointed as interim Executive Vice President Polyolefins and Innovation and Technology in April 2018. Before joining Borealis, Mr Hoefling held a number of senior management positions at Teufelberger GmbH, PCD Polymere and Neste Chemicals Germany.

Mr Hoefling holds a Master of Science in Plastic Engineering from the University of Applied Sciences Würzburg, Germany, and a Master of Business Administration from the University of Toronto, Canada. He is a German citizen, married and father of two children.


Alia Busamra is Group Chief Sustainability Officer of Emirates National Oil Company (ENOC). She has over 15 years of experience in the company and has conducted numerous environmental and energy projects for major oil and gas companies in the region. She represents ENOC as a member in both the Dubai Executive Demand Side Management Committee and the Dubai Carbon Abatement Technical Committee which helped Dubai’s Government to formulate DIES 2030 and Carbon Abatement Strategy 2021.

She has a wide range of professional experience where she conducts Energy and Resource Management audits, Environmental Impact Assessment studies, Environmental Baseline and Waste audits, Environmental Management Systems Compliance reviews, and Environmental and Resource Conservation trainings for ENOC Group of companies.

Alia has a BSc. Degree in Chemical Engineering and a Master Degree in Environmental Sciences.


Hanan Bakr Sakr is the Head of Private Sector Engagement team for the UAE Climate Change Special Envoy office for COP28.

She is a former Finance Head with the UNFCCC High-Level Climate Champions and MENAT head of Energy Sector and Sustainability Lead for HSBC with a diversified experience in Banking, Climate Finance & ESG Advisory, FMCG, Oil & Gas, NGOs, and Governments.

Sujit Parhar is the Managing Director of Masdar Asia Pacific, where he leads and manages the development of, and asset management for, clean energy investments in the Asia-Pacific region.

Sujit brings a wealth of experience to Masdar, having worked for over 25 years in numerous leadership roles in the utilities and infrastructure space, both in the UAE and abroad. His previous roles include being Director / Senior Advisor at Mubadala Investment Company; Chief Executive Officer, Global Capital & Development Pte Ltd, Singapore; and Chief Executive Officer for National Central Cooling Company (Tabreed) in Abu Dhabi.

Sujit also serves as a non-executive director on the boards of several public and private companies in Singapore and Malaysia. He graduated from the Nanyang Technological University in Singapore, with a postgraduate certificate in Business Administration from University of Leicester. Chairman of its Enterprise Development Working Group.


Chun Peng joined the group in 2007, and has more than 20 years of market entry and business development experience within international businesses across South-East Asia and Middle East. He was the Business Development Director before his appointment as Deputy Chief Executive Officer for Rotary Engineering on July 2018. He is responsible for the key operational functions as well as steering the business strategy and developments for the company. A former government scholar, he has held managerial positions in Singapore government’s overseas investment promotion arm, IE Singapore. Chun Peng also has professional experience in strategy consulting. He holds a MSc (Management) and BBA (Hons) from the National University of Singapore and has attended an Executive Program jointly conducted by Beijing University and Fudan University.
